Recently I have posted a hack on how to place a floating-fixed "Back To Top" button on your blog, and this method is exactly same as that, just the coordinates of the picture has to be changed.

To place the FeedBack button, follow these steps:
Log in to Blogger, go to Layout section and then click on Add a Gadget -> HTML/JavaScript type. (Position of the widget is NOT important, it can be anywhere)
Now copy and paste this code in to it:
<a style="display:scroll;position:fixed;center:5px;right:5px;" href="YOUR_CONTACT-ME_LINK_HERE" title="Feedback Please"><img src="http://i34.tinypic.com/2pyz7rm.jpg" /></a>Replace the RED part with the link to your "Contact Me" page, and the blue part of the code is to adjust the position of the button in the page [Currently it is 5 pixels away from center and right, Just try it once and you can easily control the position yourself]
