Software for offline editing are very few and are not so efficient as online editing. As I don't use any of them so I cannot recommend you any of them, but you can search for some "XML Editing Software" on Google.

Those 25 (or any other number) url's restricted by your robots.txt file to avoid the problem of content duplication, so don't worry about that (it is doing ONLY good and NO bad) and anyway you cannot change/edit your robots.txt file in Blogger. This file is edited ONLY by Blogger.com team
